Overview
A forum to present and discuss the specific challenges confronting public sector organisations since the OGC announced its directives based on the following key targets:
- Reduction of office occupancy space by 20% and rationalisation of portfolios
- Improvement of the environmental performance / ratings of property portfolios
- The use of technology to help affect behavioural change and reduce energy use

Philip Tidd
Managing Director, DEGW
Philip is the Managing Director responsible for DEGW's operations in the UK. With an architectural and design background, he works with both Corporate and Public Sector organisations, advising them on how improved working environments can lead to enhanced business performance.
Prior to his current role, Philip spent over 10 years driving the growth of DEGW's businesses across mainland Europe. He was instrumental in establishing and running DEGW's new offices in Germany and the Netherlands in particular, and later on had responsibility of managing DEGW's European businesses.
Philip is a regular conference speaker on a wide range of workplace issues at key industry events in the UK and Europe. He is also an active member of CoreNet, the BCO, FCRE, the Workplace Consulting Organisation (WCO) and the ULI.
Philip will discuss the OGC guidelines and the transformation of the government workplace.

David Mathieson
Director, Turner & Townsend
David is a Chartered Civil Engineer and joined Turner & Townsend in 1996, having previously spent 10 years with Taylor Woodrow Construction. He has national lead responsibility for Government relationships and workload for the buying solutions frameworks.
Clients for which David is responsible include, amongst others, HM Treasury, National Audit Office, Department of Health, Home Office and the London Boroughs of Southwark, Brent and Lambeth.
David's previous experience includes 2 years leading OGC's Construction Policy team, during time which he developed the OGC's early approach to the delivery of sustainable construction and hence is extremely familiar with government processes and best practice as well as the political and environmental drivers and needs of the public sector client. He is also an OGC High Risk Gateway Team Leader and carries out peer reviews of a range of key public sector projects and programmes.
David will discuss the key risks and challenges facing clients when undertaking estate rationalisation and meeting OGC targets.

Yetunde Abdul
Senior Consultant, BRE
Yetunde Abdul is the Government sector manager for BREEAM.
Initially graduating as a biochemist in 1999 she moved into the environmental field via research into the bioremediation of contaminated soils in Italy. Following a masters in Environmental Technology she built up a range of experiences in the environmental field ranging from implementation of EMS systems in small and large organisations to PM10 air pollution studies in the Ticino region of Switzerland.
After almost 5 years at BRE she working to strengthen and grow BREEAM's relationship with central & local government and the devolved administrations partly through ensuring the technical content of the BREEAM methods are relevant to government/public buildings and voicing BREEAM's aim to drive integration and improved sustainability in buildings.
Yetunde will discuss BREEAM & the Government & Estate and give an overview of the BREEAM method and the Government mandate on BREEAM

Matthew Wailling
Consultancy Director,
Cordless Consultants
Matthew is responsible for technology and workplace visioning, helping clients to understand emerging technologies, their benefits and impact on communications, research and operation. He helps clients understand 'the art of the possible' through technology. With many years experience in workplace collaboration and supporting technologies he is a regular speaker for the British Institute of Facilities Managers and has lectured at the University College London (UCL).
Matthew joined Cordless in 2007 and was invited to the Board in 2009. Prior to this he worked for Steljes Limited, a technology pioneering organisation where he advised commercial organisations on the application of technology to aid collaboration and was the Business Manager for Building Schools for the Future (BSF) programme.
During his time at Cordless, Matthew has worked to help improve the workplace for clients including NM Rothschild, Nokia, Eversheds and Cancer Research UK. As a regular speaker on emerging technology, Matthew has trained organisations such as the BIFM and the University College London, focussing on the impact of emerging technology on the use of the built environment.
Matthew will be looking at how emerging technologies can affect behavioural change.

Helen Berresford
Partner and Head of ID:SR
Helen Berresford is a partner and head of ID:SR, the interior group at Sheppard Robson. She relaunched and rebranded ID:SR in 2004, recognising the significance of an occupier-focused approach within an international design practice. ID:SR recently won Interior Design Practice of the Year.
Helen is passionate about design and aspires to create spaces that enhance the brand, vision and culture of an organisation. She has significant experience with a diverse range of clients, and is well placed to advise occupiers in the selection, shaping and the design of their overall property strategy.
Case Study - The London Borough of Newham
The London Borough of Newham has undergone a major transformation, involving the relocation of Council offices from 50 buildings, ranging from town halls to portakabins, into one central space. Newham further challenged itself to use its office space more effectively, requiring teams to share facilities, with a ratio of 2,500 people calling 1,780 desk positions home.
The objective to operate in a more collaborative working environment has led ID:SR to create a variety of work settings and develop a 'neighbourhood' concept.

Carol-Ann Pickvance
Associate Director of Design, DEGW
Carol-Ann joined DEGW in 2005 as a senior designer responsible for project space planning, interior design, management and implementation. She has experience across a range of sectors including media, financial; telecommunications; legal; engineering; entertainment; government; retail; and high end residential.
In 2008 Carol-Ann became an associate director of design with responsibility for managing DEGW's design service delivery in the UK. Carol-Ann is particularly interested in developing and adapting DEGW services to support each client's differing needs and locations.
Case Study - BBC Worldwide.
Carol-Ann will outlines the key challenges faced by BBC Worldwide. How OGC directives were addressed in the brief and subsequent design/functionality of the space. She will also look into environmental considerations, budgetary constraints and use the case study to demonstrate what can be realistically achieved.
