Home Case studies PHSO
The Parliamentary and Health Service Ombudsman (PHSO) wanted to reshape the way their people work and move towards a more open, collaborative and flexible workplace culture.

PHSO’s Manchester office, located across four floors of the City Gate building, was in need of a full refresh that would create a cultural shift towards a more flexible and collaborative way of working. We supported this change through a series of staff engagement sessions and surveys to ensure the space reflected how they want to work.
Key changes included upgrades to M&E systems to support the new layout, glazed partitions, reconfigured teapoints and full redecoration throughout.
From day one, the project had a circular mindset. Carpets, ceiling tiles and over 700 existing furniture items were reused to deliver a carbon saving of 50,000kg. A further 32,000kg was saved through the ethical disposal of another 667 items, which were either donated to local organisations or recycled through closed loop take back schemes.
The 30,000 sq ft fit out was delivered via the Scape framework with a phased approach that allowed staff to continue working on site as normal. The City Gate building remained fully operational and its position on a busy tram route meant every delivery had to be carefully timed and coordinated with building management to minimise disruption to other tenants.
The completed office reflects the flexibility, openness and collaboration that PHSO was aiming for – and staff have embraced the change. This transformation is underpinned by smart reuse and shaped by the people who use it every day.
